Open Question: Why does Thailand have so much cases of HIV positive?

I don't really understand the full outcome leading to this worse scenario breakout of HIV cases in Thailand.. can anyone tell me.. i was watching a tv series on tv called "Trouble in Thailand" it was quite evil and sick the way everything works there,the drugs,scams,fights,etc and why do foreigners still flock there to get infected with Hiv,std,etc no matter what,how come they cant resist?...
